Tender compliance matrix
A working template for tracking tender requirements and the evidence behind your response. Complete it on screen, then print or save a PDF.
How to use the matrix
Start with the current tender pack and published clarifications. Separate participation conditions, submission instructions, scored questions, pricing and delivery obligations. Keep compound question parts identifiable. Record the timing of a requirement rather than assuming everything is due at submission.
- Give each requirement an ID and an exact source reference so another reviewer can find it.
- Record the response location, evidence needed and named owner. Copy limits or assessment details only where published.
- Leave gaps visible. Assign a next action, clarification reference and internal due date.
- Use “Ready for review” when the material is prepared. Use “Checked” only after the named reviewer has checked the actual response and evidence.
- Reopen affected records when the buyer changes documents. Review the final files against the current instructions.
This is a practical working template, not a procurement standard or certification. Follow the instructions and applicable rules for the specific competition. A short worked example
Hypothetical Q3 mobilisation record: the question asks for milestones, responsibilities and dependencies. Cite the current response template Q3 and specification clause. Assign the delivery lead, point to the Q3 draft and staffing plan, and record any unconfirmed resource. Mark it ready for review when drafted, then checked only after the reviewer confirms all three parts and the evidence. This is a suggested working method, not a real tender or customer result.
